This book examines significant issues shaping the European Union’s (EU) enlargement process from diverse perspectives. The third chapter analyzes the digital transformation process in the Portuguese public administration from a systems perspective. It explores the integration of technological infrastructure, organizational capacity, and environmental factors, presenting a framework for sustainable digital transformation.
