Grounded in both theoretical perspectives and practical applications, the analysis highlights the cross-border project Online Cross-Border Library for Equitable Educational services access to High – Quality Educational Services (ROMD 00388-CBOL), developed by ”Dunărea de Jos” University of Galați, Romania and ”Ion Creangă” State University of Chișinău, Republic of Moldova. This initiative demonstrates how European funding and international cooperation can drive the digitalization of academic resources, modernize infrastructure and expand equitable access to higher education across border.
Beyond its practical focus, the book examines the broader implications of digitalization – interoperability, open access, intellectual property ethics, and inclusion- while offering a balanced mix of conceptual insights, applied tasks, and European case studies. It argues that integrating new technologies represents a paradigm shift rather than a mere technical upgrade, requiring innovation in curricula, teaching, assessment, and cooperation, and serves as both a scholarly reference and a practical guide for enhancing the quality, equity, and global relevance of higher education.
